Aid to education

In Spain, the Ministry of Foreign Affairs and Cooperation (MAEC) is responsible for development cooperation policy and for coordination with other contributing ministries.

Within MAEC, the Secretary General for International Development Cooperation (SGCID) is the head of Spain’s Agency for Development (AECID). While AECID is the managing body of Spain’s development cooperation, SGCID takes a more strategic role in policy, planning and evaluation.

The 2013-2016 Master Plan for Spanish Cooperation confirmed Spain’s development aid would continue to support education focused on:

  • Contributing to improve the quality of education, with a special focus on the most underprivileged sectors of the population and those in situations of greater vulnerability
  • Contributing to sustainability of results through institutional strengthening, planning of educational policies, financial and administrative management, and support to educational systems reforms, among others
  • Supporting quality education by promoting professional training programs that enable inclusive and sustainable growth.

Spain and GPE

Spain is part of the Donor 5 constituency on the GPE Board, together with the European CommissionFranceGermany, and Italy.
