Civil Society Organizations

Civil society organizations (CSOs) are important stakeholders in the education sector not only as implementers but also in policy discussions and independent monitoring. CSOs work to ensure that countries receive the support and financial resources they need to achieve education for all children.

The Global Partnership for Education recognizes CSOs as full-fledged partners for contributing to aid effectiveness in the education sector and guaranteeing country ownership and mutual accountability.

How Does the Global Partnership for Education Involve CSOs?

Of the 19 seats of the Global Partnership for Education Board of Directors, 3 seats are reserved for civil society partners: one for Northern CSOs, one for CSOs from the South, and one for the teaching profession. CSOs have also one seat in the newly-established Financial Advisory Committee (FAC).

CSOs Roles

The Global Partnership for Education supports CSOs through the Civil Society Education Fund managed by the Global Campaign for Education to:

  • Increase their participation in Local Education Groups;
  • Promote their recognition as partners by the governments and donor partners;
  • Enable them to assume their role as effective and knowledgeable advocate.
  • Support the development, implementation, and monitoring of education plans;
  • Engage in policy dialogue with a view to strengthening domestic policy, accountability processes and domestic financing for education;
  • Monitor and promote progress toward better harmonization and alignment of civil society support to the implementation of the education plan;
  • Participate in the preparation and undertaking of Joint Reviews of education plan implementation.
