Fragile States

The Global Partnership will provide increased support to education systems in fragile states and help children go to school and learn.

Our new strategy will provide increased support to education systems in fragile states and help children go to school and learn.

Over 40% of the 67 million children out of school worldwide live in fragile states with weak institutional capacity, poor governance, political instability and, in many cases, ongoing violence or the legacy of past conflict. A focus on education in fragile states will promote peace-building and conflict mitigation, and foster economic growth. The re-establishment of education systems in fragile states can provide a visible sign of a return to normalcy

The challenges

  • No fragile or conflict-affected country has yet achieved a single Millennium Development Goal (MDG).
  • Children in fragile, conflict-affected countries are nearly 3 times as likely to be out of primary school than in other low income countries.
  • Enrollment rates in secondary school are nearly one-third lower in conflict-affected countries.
  • Child mortality rates in fragile states are twice as high as in other developing countries.

Our response will:

  • Provide additional financing to conflict-affected countries and improve the predictability of its delivery;
  • Reward good performance based on progress against mutually-agreed, context-specific results;
  • Increase technical engagement to support the development of sound education plans and improve coordination in the education sector.
