New education financing options under development
In an effort to further enhance its impact, GPE is in the process of developing two new funding mechanisms which aim to fund knowledge and innovation work and support social accountability and advocacy.

After a year-long process to develop a new financing and funding framework (FFF), GPE identified some of the most pressing challenges to achieving GPE 2020, it’s 5-year strategy. To tackle these challenges, the partnership is now targeting its resources to address the major financial, technical and political obstacles to achieving quality equitable education.

At the heart of the financing and funding framework is the diversification of GPE’s approach to mobilizing and allocating its financing. This means supporting more countries – up to 89 of those most off-track in basic education, and providing different types of funding to target different needs.

In addition to its grants for sector analysis, education plan development and implementation, the financing and funding framework includes dedicated resources for two new funding mechanisms: one to support knowledge and innovation exchange and the other for advocacy and social accountability work.

Knowledge and innovation exchange

The knowledge and innovation exchange (KIX) mechanism is intended to support the adoption of cutting edge solutions to policy challenges. It dedicates a pool of resources to improve the capacity of developing countries to generate and utilize knowledge as well as policy and programmatic innovations to strengthen their education systems, and hence complement existing GPE investments in education sector planning and plan implementation.

KIX will focus on global and regional activities, public goods and peer exchange, concentrating on core areas where GPE can play a unique or catalytic role because of its focus on strengthening education systems, planning and inclusive policy dialogue.

KIX will build on GPE’s work in knowledge and good practice exchange (including its recent initiatives in early learning, gender equality and assessment for learning) while ensuring that there is an effective platform for learning across the partnership. The guiding principle for both new funding mechanisms is to leverage the expertise of GPE partners and the wealth of knowledge and innovation already invested in by GPE and its partners.

Advocacy and social accountability

The new financing and funding framework also acknowledges that the political impetus to improve education is one of the most important drivers of change. A new permanent pool of funding to support Advocacy and Social Accountability (ASA) will therefore build on and complement GPE investments in the Civil Society Education Fund.

At the country level, the ASA funding mechanism will support effective civil society representation and engagement in national education sector policy dialogue. It will also provide funding for beneficiary engagement in monitoring and assessing government performance and expenditures. And it will help citizens, especially disadvantaged groups, to provide feedback on and voice demand for improved education policy and service delivery.

Through global and transnational advocacy efforts, the ASA funding mechanism will help to improve mutual accountability across the partnership for education commitments, including in the areas of aid effectiveness, domestic resource mobilization, and education policy. 

A consultation process with partners

The new direction set by the Board requires reflection and deliberation among GPE and its partners. Over the course of 2017, the GPE Secretariat is working with the Board’s Strategy and Impact Committee to explore design options for the new KIX and ASA funding mechanisms.

In December, the Board is expected to adopt the operational design for KIX and ASA, so that implementation planning can begin in early 2018.

To inform the design options, the Secretariat is organizing a series of consultations across the partnership to help crowdsource the rich expertise of partners working in these areas. Through webinars, in-person focus groups, and exchanges with other organizations, the Secretariat hopes to elicit ideas and feedback on the optimal design of each mechanism.

As the process evolves, GPE will be updating its web page with the latest information on the design process.
