This strategic workshop aims to present an effective way to move forward in explicitly situating pre-primary education in education sector plans and budgets, with the view of expanding access to pre-primary education across Sub-Saharan Africa. The framework proposed in this workshop guides the potential actions and priority activities needed to include pre-primary education across the phases of education sector plan development and implementation with a special focus on budgeting and costing, critical to plan development and implementation.
