Announcement by Bob Prouty: Important Steps to Strengthen the EFA FTI Partnership

The Education For All - Fast Track Initiative has always been a country-driven partnership, designed to support national education sector plans. Over the past month, we have taken important steps to strengthen our vision. At our November meetings in Madrid, decision-making authority on financing was transferred to the Board of Directors, rather than leaving it with the donors, as in the past. This means the Catalytic Fund Committee will cease to operate in the new year and the Board of Directors will take up these new responsibilities. The new Education For All Fund will replace the former Catalytic Fund and the Education Program Development Fund. The Board will begin operating in January on a constituency basis, meaning that each Board member will communicate with and represent the perspectives of a range of partner countries.
At the same time as these changes are taking place, a new Results Framework is being implemented. The Results Framework will replace the old indicative framework, and emphasizes evidence as the primary basis for policy dialogue. We have recruited a firm to support the background studies and consultations with all partners will help make the Results Framework key to how the FTI partnership does business in the future. This framework will also be used to define and agree the mutual accountabilities of all partners for achieving results, including more children in school, and increased learning levels for all children.
All these changes will come into effect early in 2011 and are intended to reinforce the partnership's support for country-level processes.
