The EFA FTI Board of Directors approved the Charter of the Education for All Fast Track Initiative at its May 2011 meeting in Kigali, Rwanda. The Charter, formerly known as the "Governance of the Partnership", sets out the goals and principles of the EFA FTI partnership and describes the roles and responsibilities of each of the partners, both at the country level and at the global level. Among the major changes approved by the EFA FTI Board of Directors is the expansion of the scope of the EFA FTI from accelerating universal primary completion to all of the Education for All goals, namely:

• expanding early childhood education

• providing free and compulsory basic education for all

• promoting learning and life skills for young people and adults

• increasing adult literacy, achieving gender parity and gender equality, and

• improving the quality of education.

The Charter now contains a simplified description of the EFA FTI Compact and reflects the introduction of the private sector and private foundations in all levels of EFA FTI governance. The Charter supersedes all other EFA FTI Partnership governance documents.
