Partnership Structure

The Global Partnership for Education relies on all its partners to provide their support, expertise, and knowledge to achieve our mission of getting all children into school for a quality education.

Partnership Structure

The Global Partnership for Education operates at two levels: the country level and the global level.

Country-Level Governance

The Local Education Group (LEG) is the foundation for the Partnership governance at the country level.  It comprises the government of the developing country partner, donors, multilateral agencies, CSOs, etc. These partners work together to develop, appraise, endorse, implement, monitor, and evaluate education plans.

  • Government of Developing Country Partners in consultation with its partners, is responsible for developing and implementing an education plan.
  • Civil Society Organizations (CSOs)  advocate and dialogue with governments and local donor groups to keep education high on the development agenda.
  • Local Donor Groups (LDG) comprise local representatives from bilateral and multilateral development partners and other donors (e.g. NGOs, private foundations and the private sector). They support the development, endorsement, and implementation of an education plan.
  • Coordinating Agency (CA) serves as the communications link between the Government of the developing country partner, the LEG, and the Secretariat.

Global-Level Governance

  • The Partnership includes developing country partners, donors, multilateral agencies, CSOs, the private sector and private foundations and other stakeholders working in the education sector.
  • The Board of Directors is the supreme governing body of the Global Partnership for Education. It sets policies and strategies and reviews and approves the annual objectives for the Global Partnership.
  • The Financial Advisory Committee (FAC) is a newly-established committee of the Global Partnership for Education’s Board of Directors.  The FAC serves in an advisory role to the Board of Directors on certain financial issues.
  • The Secretariat provides overall support to the partnership and is organized around four clusters: country support, global good practices, external relations and communications, and finance, administration and board services.
