Global Partnership for Education Fund

The Global Partnership for Education Fund finances all Partnership's activities from technical support and the development and implementation of education plans in developing countries to the dissemination of knowledge and best practices across the Partnership.

Global Partnership for Education Fund

The Global Partnership for Education Fund ('The Fund') was launched in October 2011 and is managed by the World Bank and governed by the Global Partnership's Board of Directors, which makes fund allocations decisions with recommendations from the Financial Advisory Committee (FAC). This Fund replace the several current Funds and their decision-making committees: the three Catalytic Funds (CF), the Education Program Development Fund (EPDF), and the Secretariat Trust Fund.

Donors to the Fund include bilateral and multilateral partners as well as the private sector and foundations.

Eligibility

All low-income countries are eligible for the Global Partnership for Education Fund financial and technical support for the development of the education sector plan and to strengthen Local Education Groups (LEGs) and Joint Sector Review (JSR) processes.

Only IDA i and ii countries, and all Small Island Developing States, are eligible for financial and technical support for Education Sector Plan implementation.

How does it work?

The Global Partnership for Education Fund allocations are approved by the Board of Directors of the Global Partnership and then communicated to the Trustee. The Trustee will then transfer the funds to a bilateral or multilateral partner to serve as the Supervising Entity or implementer.

Support

The Fund finances activities that are aligned with the Global Partnership for Education’s goals, strategies and policies.

Support at the Country Level

  • Provide technical support and build the capacity required to prepare a  sound education plan;
  • Support the implementation of the education sector plan;
  • Help with developing a proposal to apply for the Global Partnership for Education Fund;
  • Provide support for strengthening the Local Education Group and Joint Sector Review processes;
  • Provide financial assistance to cover the costs that are associated with direct grant supervision.

Support at the Global and Regional Level

  • Disseminate knowledge on what works and what doesn’t, and share findings across countries;
  • Support activities that promote Global Good Practices;
  • Support activities focused on improving the Global Partnership accountability by strengthening availability and quality of data.
