Ousmane Diouf is a Program Specialist at the UNESCO International Institute for Educational Planning (IIEP) focusing on capacity development and technical assistance for planners and managers in Member States. This includes providing training in planning, budgeting and financial management; conducting research in the field of economic of education and finance; providing technical support in countries to develop planning tools such as simulation model, MTEF, NEAs, keys performance indicators framework for program-based budgeting, and Education Management Information Systems (EMIS). He has developed his expertise and experience in several countries such as Kenya, Uganda, Malawi, Lesotho, Republic of Congo, Burkina Faso, Senegal, Ethiopia, France, Belgium, Switzerland, United Kingdom, Algeria, Morocco, Lao PDR, Cambodia, Brunei Darussalam, Jordan, Lebanon, Gulf countries and Yemen. He is also in charge of several IIEP training courses and teaches Economics of Education at the University of Sorbonne (Paris 5) and at the School of Economics of the University of Clermont Ferrand (GPE- FERDI).
