Jennifer Bowser Gerst

Jennifer has worked in international education for more than 15 years, designing and managing projects, advocacy, cultivating partnerships and professional networks of researchers and practitioners at a regional and global level. More recently, Jennifer directed the revival of the USAID-funded Global Reading Network, which collects, develops, and disseminates evidence-based practices to increase the impact, scale, and sustainability of primary grade reading programs.

In addition to overseeing development of technical publications, training, and advocacy materials, Jennifer led the GRN through its consultations with the US Government and USAID to create their 2019 International Basic Education strategy and the Global Minimum Proficiency Framework.

Jennifer and her team also collaborated with USAID, Global Book Alliance, All Children Reading, World Bank, UNICEF and others to advocate for improved access to books in local languages, expanded inclusive education (universal design for learning), and open educational resources.

Previously at Millennium Challenge Corporation, Jennifer advised government counterparts on program design, social and gender inclusion, and implementation strategy for a diverse portfolio focused on improving education systems, teacher professional development, reading/literacy and STEM education.

She leveraged research and data on the correlation between reading/literacy, productivity, health and climate resiliency to advance MCC partners’ investments in literacy in the context of agriculture programs. Jennifer also managed MCC’s external relationships to advance gender inclusion, including serving as liaison to Let Girls Learn and the Collaborative for Harnessing Ambition and Resources for Girls’ Education (Girls CHARGE) initiatives.

Jennifer has lived and worked as a teacher and education consultant in Ghana and Lesotho, is proficient in French, and has an M.S. in Education.
