When a developing country lacks sufficient financing to develop or implement its education plan, GPE can provide financial support. GPE Multiplier grants also allow partner countries to leverage additional external financing in support of their priorities.
Beyond support to governments, GPE also allocates grants to promote civil society’s voice and to generate new knowledge on key issues and solutions for the education sector.
Education sector grants
GPE allocated a special US$250 million funding window for emergency response to the coronavirus (COVID-19) pandemic. Grants up to US$20 million can be requested by eligible countries for a 12 to 18 month implementation period. The funds should be used for activities to mitigate the impact of the pandemic and to recover from it, as identified in a government response plan.
Eligibility: 67 partner countries that are eligible to receive implementation grants.
Education sector plan development grants
Partner countries and developing countries interested in joining GPE can receive up to US$500,000 to perform strategic, consultative and analytical work to develop a solid education sector plan or improve on an existing one. Of the total grant, one half is to be used to carry out an analysis of the education sector, and the other half for additional studies or to develop the plan.
Eligibility: All low- and lower-middle-income countries; upper-lower-middle-income countries with primary completion rates below 85%; IDA-eligible small island and small landlocked developing states.
Program development grants
Countries can receive US$200,000 (up to US$400,000 in exceptional cases) for the design of an education program that will help the country implement its national sector strategy.
Eligibility: Countries eligible to apply for program implementation grants.
Education sector program implementation grants
GPE partner countries can receive up to US$100 million to finance a program that supports the implementation of their education sector plan, including funding school construction and rehabilitation, textbooks, teacher training, learning assessments, school meals, sector management, and more.
Eligibility is based on three dimensions: poverty, education vulnerability and fragility. A country is eligible for an education sector program implementation grant (ESPIG) if:
- It’s classified as low-income based on its gross national income per capita, or
- It’s classified as an IDA-eligible small island or small landlocked developing state, or
- It’s classified as lower-middle income with a gross national income per capita of less than US$2,000 and its lower-secondary completion rate is lower than 90%, or
- It’s classified as a fragile and conflict-affected lower-middle income country with a gross national income per capita of less than US$3,000 and its lower secondary completion rate is lower than 90%.

GPE can disburse up to 20% of a GPE grant within 8 weeks as emergency funding to respond to a crisis. The funds are used based on the education cluster needs assessment and agreed by the local education group and the education cluster.
Eligibility: Countries eligible for accelerated funding under these guidelines include those that are:
- Eligible for education sector program implementation grant (ESPIG) funding;
- Affected by a crisis for which a humanitarian appeal has been launched and published by the UN Office of Coordination for Humanitarian Affairs, with education as a part of that appeal; and
- Able to demonstrate that GPE funds will not displace government and/or other donor funds, but will be in addition to other resources.
These grants are available to countries that can mobilize at least US$3 in new and additional external financing for every US$1 from the GPE Multiplier.
- Countries eligible for education sector program implementation grants that are subject to the cap of US$100 million
- ESPIG-eligible countries that have an allocation of less than US$10 million
- Vulnerable lower middle-income countries (with GNI per capita lower than US$2,000 and a lower secondary completion rate below 90% or fragile or conflict-affected countries with GNI per capita lower than US$3,000 and lower secondary completion rates below 90%)
- Non-ESPIG eligible countries that are approved as eligible for other forms of GPE funding, such as education sector program development grants.
Advocacy and social accountability grants
Through Education Out Loud, GPE supports civil society’s activities and influence in shaping education policy to better meet the needs of communities, especially of vulnerable and marginalized populations.
Implemented by Oxfam IBIS and financed by GPE, Education Out Loud will allocate up to US$55.5 million through three funding components. Grants are available for national and international civil society organizations and networks in eligible countries worldwide to support their advocacy and social accountability work between 2019 and 2024.
Knowledge and innovation grants
With a budget of over US$75 million, the Knowledge and Innovation Exchange (KIX) is the largest fund solely dedicated to meet global public good gaps in education. KIX activities cover 6 thematic areas: early childhood care and education, learning assessment systems, gender equality, strengthening data systems, equity and inclusion, and teaching and learning.
