GPE grants

GPE offers different types of grants to support education in partner countries and globally.

When a developing country lacks sufficient financing to develop or implement its education plan, GPE can provide financial support. GPE also gives grants to promote civil society’s voice and to generate new knowledge on key issues and solutions for the education sector.

Education sector grants

Education sector plan development grants

Developing countries interested in joining GPE can receive up to US$500,000 to develop a solid education sector plan or improve on an existing one. This grant helps a country to perform strategic, consultative and analytical work to develop or revise its sector plan. Of the total grant, one half is to be used to carry out an analysis of the education sector, and the other half for additional studies or to develop the plan.

Eligibility: All countries eligible to become GPE partners, i.e. low-income countries, lower-middle income countries with a primary completion rate lower than 85%, and small island and small landlocked developing states.

Program development grants

Countries can receive US$200,000 (up to US$400,000 in exceptional cases) for the design of an education program that will help the country to implement its national sector strategy.

Education sector program implementation grants

GPE partner countries can receive up to US$100 million to finance a program that supports the implementation of their education sector plan, including among other things funding school construction and rehabilitation, textbooks, teacher training, school meals or sector management.

Eligibility: Eligibility is based on three dimensions: poverty, education vulnerability and fragility. A country is eligible for an education sector program implementation grants if:

  • It has an education sector plan endorsed by its development partners, and as of 28 February 2017
  • It was classified as low-income based on its Gross National Income per capita, or
  • It was classified as an IDA-eligible small island or small landlocked developing state, or
  • It was classified as lower-middle income with a Gross National Income per capita of less than US$2,000 and its lower-secondary completion rate is lower than 90% or
  • It was classified as a fragile and conflict affected lower-middle income country with a Gross National Income per capita of less than US$3,000 and its lower secondary completion rate is lower than 90%

GPE Multiplier

These grants are available to countries that can mobilize at least US$3 in new and additional external financing for every US$1 from the GPE Multiplier. More information on the GPE Multiplier.


  • Countries eligible for education sector program implementation grants (ESPIG) that are subject to the cap of US$100 million
  • ESPIG-eligible countries that have an allocation of less than US$10 million
  • Vulnerable lower middle-income countries (with GNI per capita lower than US$ 2,000 and a lower secondary completion rate below 90% or rragile or conflict-affected countries with GNI per capita lower than US$3,000 and lower secondary completion rates below 90%)
  • Non-ESPIG eligible countries that are approved as eligible for other forms of GPE funding, such as education sector program development grants

Civil society grants

The Civil Society Education Fund is a global program supporting civil society engagement in education sector policy, planning, budgeting and monitoring. It is managed by the Global Campaign for Education on behalf of GPE.

The CSEF gives grants to national civil society coalitions to support their advocacy activities, build their capacity to strengthen planning, implementation and impact, and promote cross-country learning and networking.

The CSEF program is currently funded by a US$29 million allocation from the GPE Fund for 2016-2018, which will support 62 national coalitions or networks around the world.

Knowledge grants

The Global and Regional Activities program (GRA) supports research on learning outcomes, education financing and out-of-school children. The program aims to enhance knowledge and promote evidence-based practices to resolve education challenges. The GRA program has allocated 15 grants for a total value of US$31 million.
