The Global Partnership for Education developed a robust monitoring and evaluation framework to:
- Measure progress in achieving the goals and objectives outlined in GPE 2020
- Communicate GPE’s progress along its theory of change
- Learn from evidence for driving meaningful and equitable changes in partner countries’ education systems.
GPE’s Monitoring and Evaluation Strategy aims to generate data and evidence to help the partnership learn, improve what it does, and be accountable to its constituents.
Results framework and reports
GPE’s results framework is aligned to the theory of change and includes 37 indicators. The GPE Secretariat monitors these indicators and reports on them publicly in its annual Results Report.
The Results Report highlights the partnership’s achievements and areas for improvement and provides information on the key strategic objectives in learning, equity and inclusion.
Evaluations
Country-level evaluations
Country-level evaluations are an integral part of the Monitoring and Evaluation Strategy. They assess the effectiveness of the GPE operational model in supporting partner countries to achieve results in learning, equity, inclusion for all, and in strengthening education systems. Lessons from these evaluations will inform GPE's strategic direction beyond 2020.

8 prospective studies start at the beginning of an implementation grant and follow it until 2020. They provide a continuous review of the effectiveness of GPE's operational model during grant implementation:

- Malawi: Year 1 - Year 2

An annual synthesis provides findings derived from cross analysis of the country studies conducted in that year.
