Transforming education in Uganda

Uganda has made progress in implementing universal primary education, yet many students do not achieve minimum levels of literacy and numeracy. Low learning levels contribute to low completion rates and many students fail to transition between grades and dropout rates are high.

The government and its partners have endorsed quality foundations for learning as the priority reform to transform Uganda’s education system. With GPE support, the country is improving learning outcomes in basic competencies, especially literacy and numeracy, for all children.

Reforms will, for example, improve access to quality pre-primary education and enhance professional development for teachers. Interventions will be designed to foster a system that better serves vulnerable groups such as girls, refugees, those with disabilities and learners from socioeconomically marginalized areas.

Uganda: Building a stronger teaching force

  • In Uganda, many teachers did not have adequate knowledge of educational content, particularly for teaching the early grades.
  • The GPE-supported program aimed to improve teacher effectiveness in the public primary education system.
  • Now better trained teachers as well as stronger school leadership are paving the way for improved learning.

As part of its investment in civil society advocacy and social accountability efforts, GPE’s Education Out Loud fund is supporting:

  • The Forum for Education NGOs in Uganda (FENU) for the 2024-2026 period. This builds on previous support from the Civil Society Education Fund (CSEF).
  • Civil Society Budget Advocacy Group (CS-BAG) for the 2024-2026 period.
