The GPE Board of Directors is the supreme governing body of the partnership and sets its policies and strategies.

The Board mirrors the wide-ranging and diverse nature of the Global Partnership and includes members from developing country governments and all development partners: donors, civil society organizations, private sector and foundations, and multilateral agencies and regional banks.

The responsibilities of the Board include: reviewing annual objectives of the Partnership, mobilizing resources, monitoring financial resources and funding, advocating for the partnership, and overseeing the secretariat budget and work plan.


The Board of Directors meets face-to-face generally twice a year to review progress and make strategic decisions.

Other meetings may also be held throughout the year as needed.

The Board of Directors is comprised of 19 constituencies representing all the partners of the Global Partnership. A Board member and an alternate Board member represent each constituency. Board members serve for 2 years.

The Chair of the Global Partnership for Education is independent of any constituency and represents the Board of Directors and the Partnership as a whole.

Julia Gillard

Julia Gillard

Julia Gillard became Board Chair of the Global Partnership for Education in February 2014. She came to the Global Partnership after a distinguished career of public service in Australia. She served as Prime Minister of Australia between 2010 and 2013 and successfully managed Australia's economy during the global economic crisis.

Education is Ms. Gillard's passion. She reformed Australia's education at every level, from early childhood to higher education, with a special focus on disadvantaged children. She delivered new standards to improve the quality of childcare and access to early childhood education for every Australian child. She developed a needs-based funding system for every school and ensured that funding was tied to a quality improvement agenda of better teaching, individual learning plans and parental engagement. Ms. Gillard also established Australia's first national curriculum and ensured significant investment in school buildings.

Four Board committees support the Board in fulfilling its functions in a strategic, transparent, and efficient manner.

Coordinating Committee: primarily responsible for assisting the GPE Chair in coordinating the work of the other Board committees and acting as a sounding board for the CEO on critical matters concerning the Secretariat's roles and responsibilities.

Country Grants and Performance Committee: makes recommendations to the Board and tracks progress on the portfolio of grants awarded from GPE resources.

Mandate | Members I Chair: Ronald Siebes

Governance, Ethics, Risk and Finance Committee: provides oversight on the global governance mechanisms, ethical standards, risk management practices, and financial management of the Global Partnership.

Mandate | Members I Chair: Nesmy Manigat

Strategy and Policy Committee: oversees the development of strategies and policies of the Global Partnership to ensure that they promote best practices, including innovation in the education sector.
