Monitoring and evaluating our education programs is critical to measure our progress and reflects our commitment to transparency and accountability. The Global Partnership has therefore developed a Monitoring an Evaluation (M&E) Strategy to evaluate its developing country partners ‘education objectives and assess the impact of the education programs and activities undertaken by all partners.

The Monitoring and Evaluation Strategy specifies the tools to track and assess the attainment of educational objectives. It also provides standardized and consistent data indicators to evaluate learning outcomes and performance across countries.

Two complementary instruments help monitor the implementation of our commitments at the global and country levels:

  • A Results Framework provides information by country on the achievement of educational goals set by all partners;
  • An Accountability Matrix defines the roles and responsibilities of all Global Partnership’s stakeholders.

The M&E strategy uses all sources of information and tools available in each of our developing country partners. Education Plans and evaluation reports developed by developing country governments in consultation with donors and civil society provide the bulk of the information. This methodology uses targets defined by developing country partners and reflects their own objectives and education priorities.

A Results for Learning Report is produced by the GPE Secretariat on an annual basis. This report presents education results achieved in each developing country partners, identifies emerging issues, and highlights The Global Partnership’s overall impact and value added.
