Education in Côte d'Ivoire
The government of Côte d’Ivoire developed the Transitional Education Plan to re-establish the education sector following the country’s recent conflict. The government has demonstrated a commitment to working with national and international actors to restore and expand education services.
While Côte d’Ivoire has seen an improvement in access and completion levels, along with success rates in examinations, the education sector still faces some major challenges. Access for girls and disadvantaged populations remains low, and repetition and dropout rates are high. The achievement levels in reading, writing, and numeracy are low.
The 2012-2016 transitional sector plan outlines 12 priorities:
- Develop an early childhood policy based on parental education and supervised community structures to increase preschool coverage.
- Guarantee universal education through classroom construction and rehabilitation program, and investment in sanitation in schools.
- Stimulate demand for education to help the most vulnerable children attend school through building school canteens, providing school kits, dry food rations, and micronutrients, and removing barriers to primary school registration.
- Provide literacy services to approximately 250,000 youth and adults annually.
- Offer alternative education options to out-of-school children through accelerated programs and through partnerships with faith-based schools.
- Reorganize lower secondary education to create institutions closer to rural areas, better develop students, and provide better preparation for school entry.
- Expand upper secondary education through more spending and expanding the scientific fields.
- Supply better technical and vocational education and training through adapting training to meet market demands and partnerships with employers.
- Revitalize higher education by developing short courses in science subjects, reorganizing the curriculum, and regulating orientation towards sectors in line with employer demands.
- Improve teacher quality and effectiveness through developing initial training program and ongoing teacher support; increase the students/book ratio in core disciplines, reducing repetition, and regularly evaluating student outcomes.
- Increase internal resources to education and ensure effective distribution between subsectors.
- Provide effective management of the education system through strengthening critical functions, improving methods, organization, and management of the education sector, and developing information systems, and monitoring and evaluation functions.

GPE in Côte d'Ivoire
The GPE grant of US$41.4 million is focused on increasing access and quality of basic education.
The 3 components of the project are:
- Restore and increase access to basic education through constructing or rehabilitating primary school classrooms, new lower secondary schools, and providing incentives to promote girls’ education.
- Rehabilitate and improve the conditions for teaching and learning through pre-service teacher training, in-service teacher training, developing a student learning assessment, distributing learning and teaching materials, and a school health and nutrition program.
- Restore and strengthen institutional capacity to deliver quality basic education through reinforcing the capacity at the central level, regional level, and local level.
The current GPE-supported program has contributed to the following results:
- An additional 15,253 qualified primary teachers in the education system.
- 581classrooms built or rehabilitated at the primary level benefitting 23,240 students.
- 10,020 teachers and 597school administrators, inspectors, and advisors trained in service.
- Developed and implemented a system for assessing learning at the primary level.
- Over 1 million textbooks purchased and distributed.
