The template is part of the last step in the country analysis, proposed for the requirement methodology.

It supports the Guidance for analyzing requirement areas for system transformation grants. The guidance package is being piloted with 6 partner countries as of March 2021, after which the guidance, including templates, will be finalized based on lessons learnt and user feedback
