Carlos R. Ruano is an Education Specialist and Knowledge Manager at the FTI Secretariat. Prior to his current assignment, he served as Program Specialist and Policy Advisor with ILO, UNESCO and CIDA. He holds a Doctorate in Sociology and Equity Studies in Education from the University of Toronto.
