Federated States of Micronesia’s (FSM) education contingency plan is aligned with the overall national COVID-19 Contingency Plan as well as Education Sector Strategic Development Plan 2020-2024, the School Emergency Protection Plan (2010), the FSM COVID-19 Contingency Plan, and the initial Covid-19 education response plans prepared by the State Departments of Education, which were reviewed and analysed in order to develop this Education Contingency Plan for FSM.
The goal of the education contingency plan is to ensure that all girls and boys have continuous access and participate in high-quality education programmes before, during and after health-related emergencies.
Its four outcome areas are as follows:

- Teacher support mechanism: A safe and supportive working environment enables teachers and other education personnel to adequately respond to the needs of all learners before, during and after health-related emergencies
- System strengthening: Education systems are strengthened and improved to ensure the education sector is prepared to cope with health-related emergencies.
