Expression of interest to obtain a Maximum Country Allocation from the GPE Multiplier for Vanuatu

The Expression of Interest (EOI) provides strong evidence of additionality and includes annexed letters from the government of Vanuatu and proposed cofinancier, Australia, to explain how the availability of Multiplier funding triggered Australia’s cofinancing commitment.

Specifically, the EOI states that the cofinancing provided by DFAT / The Government of Australia is “additional to the current Direct Funding Agreement with the Government of Vanuatu" and notes that “the Government of Australia prioritized the education sector over other sectors due to the availability of the GPE Multiplier Fund and the urgent need for the Education Sector Plan Implementation Grant.”

Annexed letters from Vanuatu’s Ministry of Education and Training and the Australian High Commission in Vanuatu demonstrate the role that the Multiplier played in mobilizing additional funding.
