The Global Partnership for Education developed a robust monitoring and evaluation framework to:
- Measure progress in achieving the goals and objectives outlined in GPE 2020
- Communicate GPE’s progress along its theory of change
- Learn from evidence for driving meaningful and equitable changes in partner countries’ education systems.
GPE’s Monitoring and Evaluation Strategy aims to generate data and evidence to help the partnership learn, improve what it does, and be accountable to its constituents.
Results framework and reports
The Results Report highlights the partnership’s achievements and areas for improvement and provides information on the key strategic objectives in learning, equity and inclusion.
Country-level evaluations are an integral part of the Monitoring and Evaluation Strategy. They assess the effectiveness of the GPE operational model in supporting partner countries to achieve results in learning, equity, inclusion for all, and in strengthening education systems. Lessons from these evaluations will inform GPE's strategic direction beyond 2020.
20 summative studies are being conducted at or around the completion of a GPE implementation grant in the following countries:

- Kyrgyz Republic
- Sierra Leone
- South Sudan
8 prospective studies start at the beginning of an implementation grant and follow it until 2020. They provide a continuous review of the effectiveness of GPE's operational model during grant implementation:

Programmatic evaluations examine the relevance, efficiency and effectiveness of GPE grant programs and instruments, as well as their contributions to results in the areas of learning, equity and system strengthening.
- Support to plan development
This evaluation investigates how and how well GPE’s support to sector planning is working and provides recommendations for improvement. The information generated aims to strengthen how the partnership ensures rigor in support of sector planning. The work spans two years and will include a desk study and a multi-year evaluation study.
- Support to developing country partner constituency meetings
The study’s primary purposes were to assess the extent to which the constituency meetings met their objectives since their initiation in 2014, and whether the meetings have supported other aspects of partnership such as knowledge and good practice exchange and peer-to-peer learning. The evaluation provided a set of actionable recommendations as to how the meetings can be enhanced.
- Support to civil society engagement
An evaluation was conducted on GPE's support to civil society engagement and social accountability through the Civil Society Education Fund III program, to inform further advocacy and social accountability work and to support the design of Education Out Loud.

This evaluation assesses GPE’s progress under its five-year strategy, GPE 2020. It summarizes GPE’s achievements and areas for improvement, and has informed the new strategy under development, GPE 2025.

GPE proactively manages risks related to its programs and activities to both seize opportunities and limit potential negative consequences. GPE has adopted a risk policy, defined risk categories and reports on risks to the Board of Directors every six months.
