The GPE 2020 strategy’s country model locks together sector planning and implementation, government-led dialogue and monitoring, and education financing, to enable partner countries to achieve their goals in learning and equity.

GPE has put in place a robust monitoring and evaluation program to measure progress on GPE 2020, reflect on the support provided, and learn from results achieved to date, to ensure that meaningful and equitable changes happen at the country level.

Monitoring and Evaluation Strategy

GPE has committed to achieving the strategies, goals and objectives outlined in GPE 2020, its strategic plan for 2016-2020.

GPE’s theory of change summarizes how the partnership intends to achieve its vision: "Ensure inclusive and quality education for all and promote lifelong learning".

GPE's monitoring and evaluation takes place within the framework of GPE 2020 and is based on its Monitoring and Evaluation Strategy. The purpose of this strategy is to generate data and evidence that help the partnership learn, improve what it does, and be accountable to its constituents.

Results Framework and Results Reports

The GPE Secretariat’s work in monitoring is organized around a results framework aligned to the theory of change and comprising 37 indicators. The GPE Secretariat monitors these indicators and reports on them publicly in its annual Results Report. The Results Report discusses GPE achievements and areas for improvement and provides information on GPE’s work with respect to learning, equity, and inclusion.

The Results for Learning Report is part of the GPE’s monitoring and evaluation strategy to measure the progress made in helping developing nations implement their own education sector plans.

Evaluations

GPE's evaluation program consists of three strands of work:

  • Country-level evaluation, 2017-2020, consists of summative and prospective evaluation case studies to understand the extent to which GPE's country-level work helps strengthen education systems in GPE partner countries, and contributes to improving learning and equity. An annual synthesis of these case studies will provide useful information on the relevance and effectiveness of GPE’s country-level model.
  • Programmatic evaluations focus on specific grant and financing areas of GPE's work, such as civil society or sector plan development.
  • The final independent evaluation of GPE 2020 assesses whether GPE has achieved the goals and objectives of GPE 2020, which will feed into GPE's next five-year strategy.
