Hugues Moussy

Hugues Moussy is a Senior Education Specialist at the GPE Secretariat, in charge of quality assurance and sector monitoring.

Hugues started his career teaching History in different universities (University of North Carolina at Chapel Hill, Lille and Amiens, in France). He then specialized in public policies for Education, in which he now has fifteen years of experience.

Prior to joining the Global Partnership, he headed the human development unit at the French Ministry of Foreign Affairs, where he was in charge of defining and monitoring the French strategy of aid for development in the Education sector, on gender issues, and on international migrations. In 2009 and 2010, he represented France in the FTI/GPE Board of Directors.

He has worked and lived in Cameroon for five years, where he was project manager and special advisor to the Minister of Education for international cooperation: on that occasion, he contributed to prepare the Cameroonian request to FTI. Hugues has also held positions of responsibility and high level management in the executive authorities of French départements and régions.

He holds a PhD in History of Sorbonne University, an agrégation, and is a former Student of the Ecole normale supérieure in Paris.
